83 per cent of respondents to the UK-wide survey of Commercial Property Inspection vehicle operators reported that they are having problems recruiting drivers and 74 per cent are having similar problems securing transport management staff. Indeed, the survey reveals that companies operating more than 100 vehicles are finding it the hardest to recruit the transport management staff they require and report the greatest increase in LGV driver recruitment problems.
‘In terms of the business sectors affected, agriculture is experiencing the most severe difficulties in recruiting drivers and the recycling/waste industries are the most affected by the lack of transport management recruits. Regionally, operators in Northern Ireland are showing the worst deterioration in recruitment of both drivers and transport managers. At present the recruitment of qualified drivers from other companies or agencies remains the most popular method of finding new drivers, with only around one in ten companies recruiting employees to train. There is, however, good news for drivers as 68 per cent of companies promote drivers to internal transport management positions.
On one hand, this indicates healthy career prospects for professional drivers, but it also represents further pressure on driver numbers to add to such issues as the introduction of the Working Time Directive and the ageing driver population.‘A key concern raised by the survey is that just under a half (49 per cent) of operators are unaware of the public funding available for driver training and development, and smaller operators are the least aware of these funding sources. Also, just 14 per cent of respondents said they had utilised these funds.’
The survey was carried out during summer 2003 and will form the basis of a debate at the second FTA Skills Conference ‘Solving the Skills Shortage’ on October 27th to be held at the London Hilton. The conference, which will be chaired by Edward Roderick, Chief Executive of Christian Salvesen and Chairman of the Government’s road transport training working group, will present a succession of projects, ideas and initiatives that businesses can use to solve their own skills crisis. Foreign trucks pay only half the level of fuel tax paid by UK vehicles and today’s decision to increase fuel duty by 1.28 ppl will further compound this cost advantage. The survey suggests that foreign lorries have the ability to take on much more extra work once in the UK as there is plenty of cheap fuel still left in the tank of foreign trucks when they leave the UK.
